Re-Open Request:
Order of execution:
1. If this is set on the MenuItem then that takes precedence
2. If the setting on MenuItem is blank or "Do Nothing" then this setting is applied
3. Flag Reply Recieved would set the ReqReplyRecieved field to True or 1
4. Re-Open to Start sends it to the first Queue with the status on the first queue
Changing queue autmatically sets ReqReplyReceived to False or 0
